The WCEC, a division of the University of Louisville School of Medicine Department of Pediatrics, was established to help children who have special needs realize their full potential. At the WCEC, children with developmental, learning, and behavioral disorders receive appropriate diagnostic and intervention services. Genetic evaluation and genetic counseling are provided to children and adults who have or who are at risk of having a birth defect or genetic disorder. Referrals to the Center are initiated from a wide range of sources, including physicians, nurses, school systems, health care agencies, and therapists.

First Steps is a statewide early intervention system which provides services to children from birth to age three with developmental disabilities and their families. First Steps is Kentucky's response to the federal initiative called the Infant-Toddler Program (ITP) established by Public Law 99-457 Part C. First Steps offers comprehensive services through coordination with a variety of community agencies and service disciplines. First Steps is administered by the Commission for Children with Special Health Care Needs within the Cabinet for Health Services.
